The housing density reform bill went through committee this week and came out better than it went in, which is not the automatic result of the committee process and which is the result when the committee members have done the work of engaging with the bill’s specific mechanisms rather than with the bill’s general direction. What the Zoning Data Said
The zoning data said: the bill’s density allowances were calibrated for the urban core but not for the inner ring of residential neighbourhoods where the density increase would produce the most housing at the least infrastructure cost. The amendment recalibrated the allowances for the inner ring. The recalibration is a better policy than the original bill contained. The committee produced it. The committee is what the legislative process is for.
