Portland’s council finally adopted an eight point five billion dollar budget this year after nearly two months of genuinely long-winded debate and visible indecision, and I want to record something I found more instructive than the final vote count itself: watching the actual faces in council chambers when the gavel came down, and finding not one person who looked remotely thrilled about what had just passed, myself included, honestly, once I actually read the final line items.
This is not, I want to be clear, a story about the process failing. Two months of genuine fighting over where eight and a half billion dollars actually goes is precisely what should happen in a functioning council, and the fact that nobody left the room satisfied suggests real, substantive disagreement rather than a rubber-stamped formality dressed up as deliberation.

A budget passed unanimously and enthusiastically after two months of debate would, frankly, worry me considerably more than this outcome, since it would suggest either genuine consensus arrived at too easily or, more likely, exhaustion overriding continued principled disagreement.

I spent Tuesday reading through specific line items I had only heard summarized secondhand during the actual debate, and found at least two allocations I genuinely cannot make peace with, a discomfort I intend to keep raising directly with my own councilor rather than simply filing away.
